Documents to apply for first-time job-seekers, now free of charge!



President Rodrigo Duterte has already signed the law where first-time job-seekers have no need to pay fees and charges for common documents in pre-employment requirements.

Under Republic Act 11261 or "First Time Jobseekers Assistance Act," new applicants will not need to pay for government documents needed to find employment in the Philippines or abroad.

This includes the following:


  •     Police clearance
  •     NBI clearance
  •     Barangay clearance
  •     Transcript of academic records from state colleges and universities
  •     Birth certificate
  •     Marriage certificate
  •     Tax identification number or TIN
  •     Unified multi-purpose ID or UMID card
  •     Medical certificate from public hospitals


As proof of being a first-time job-seeker, they only need to provide barangay certification.

The Department of Information and Communications Technology (DICT) will have a database of all the benefits of this law.

Meanwhile, the application fee for professional license exam and career service exam, driver's license, passport, and other documents are available at the Department of Foreign Affairs (DFA).

RA 11261 also promises that the Public Employment Service Office or PESO will assist the various provinces, cities, and municipalities job seekers to complete their pre-employment requirements.

The Secretary of the Department of Labor and Employment, together with the DICT and other agencies, has set up implementing rules and regulations when the law is effective 15 days after its official publication.
