Executive Order No. 0030-2021
EXTENDING THE EFFECTIVITY OF THE
TRAVEL RESTRICTIONS UNDER E.O. NO. 0027-A-2021
WHEREAS, the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) issued Resolution No. 106-A, Series of 2021, placing under Enhanced Community Quarantine (ECQ) the National Capital Region and the provinces of Bulacan, Cavite, Laguna, and Rizal, also known as the “NCR Plus” Bubble;
WHEREAS, the Office of the Governor of the Province of Pangasinan issued Executive Order No. 0027-A-2021 imposing travel to complement the restrictions in force in “NCR Plus”;
WHEREAS, due to the alarming increase of Covid-19 cases in the Philippines continues, with the highest single-day infections being 15,310, recorded on April 2, 2021, President Duterte approved the recommendation of the IATF-EID to extend the ECQ in the “NCR Plus” Bubble from April 5, 2021 to April 11, 2021;
WHEREAS, on April 4, 2021, Pangasinan logged 107 new Covid-19 cases, the second highest number of new cases recorded in one day in the Province next to 115 new cases recorded sometime on October 3, 2020. This resulted to a total of 627 active cases, likewise second to the all-time high 753 active cases recorded on January 18, 2021;
WHEREAS, there is a need to shorten the curfew period to arrest the further increase of new Covid-19 cases in Pangasinan, and to maintain travel restrictions to complement the extended ECQ in “NCR Plus” as support to the efforts of the National Government in curbing the increasing number of cases in NCR and surrounding areas;
NOW, THEREFORE, I, AMADO I. ESPINO III, Governor of the Province of Pangasinan, by virtue of the powers vested in me, do hereby order the extension of the effectivity of the travel restrictions under Executive Order No. 0027-A-2020 until April 11, 2021 or until the ECQ classification in the “NCR Plus” Bubble is lifted.
The travel restrictions under Executive Order No. 0027-A-2020 shall also be observed for other areas with quarantine classifications of MECQ and ECQ.
During the effectivity of this Order, the province-wide curfew shall be from 8:00 PM to 4:00 AM.
Should any provision of this Order be declared by a court of competent authority as invalid or unconstitutional, the remaining provisions not adversely affected thereby shall remain in full force and effect.
This Order shall take effect immediately until or unless subsequently amended/revoked/revised. All orders, rules, regulations, promulgations, circulars, and/or issuances by the IATF and/or concerned national government offices/agencies are hereby adopted. All previous issuances of the undersigned and/or by component LGUs, which are not in contravention of the IATF Resolutions and/or its member agencies shall be made applicable in a suppletory manner.
