Contractor to demand full payment for Ched project

MANILA, Philippines - E-Services Global Solutions, Inc. (ESGS), the winning bidder in the P550-million Commission on Higher Education (Ched) Call Center Project, said on Tuesday that it would demand the full payment what they have spent for putting up of the call center facilities should the commission decide to terminate the project.

But ESGS also said that it has already submitted to Ched Chairman Emmanuel Angeles an “alternative" business plan of action, which contains proposals it intend to undertake for the implementation and full operation of the Integrated Multi-Site Business Process Outsourcing Incubation Contact Centers (IMBPO-ICC) project.

The company said that they believe that the Commission is now studying the alternative business-plan proposal.

Earlier, the Ched chairman expressed desires to revive the anomalous project that had been idle for more than a year now.

“It will be better to complete the project para pakinabangan kesa naman naka-tengga lamang," Angeles said.

Angeles had conducted a surprise inspection at the Polytechnic State University (PUP) and Tarlac State University (TSU) on two separate occasions to check the call center facilities that have been put up there.

Both schools are part of the project where call center facilities will be put up in the chosen six State Universities and Colleges (SUCs) all over the country as the pilot schools for the IMBPO-ICC project.

Under the revised IMBPO-ICC plan, the project awarded to a consortium led by ESGS, would need the setting up of six call centers in six SUCs with one new building to be constructed at the PUP in Manila .

The project plan also provided that the PUP would serve as the command center of the six SUCs where the call center project will be undertaken.

The project called for the retrofitting of existing buildings in the five other SUCs are: PUP, TSU, the Technological University of the Philippines (TUP), Laguna State Polytechnic University (LSPU), Pangasinan State University (PSU) and Don Mariano Marcos Memorial State University (DMMSU) where the call center rooms will be put up.

The completion of IMBPO-ICC project was stopped after then acting Ched chair, Romulo Neri, refused to release some P330 million as additional initial payment due to allegation of overpricing and serious violation on the bidding process. -
